Yes. Chicken McNuggets have always contained chicken meat apart from the breadcrumb coating, but you are right to suppose they have changed. Previously they were made from whole cuts of light meat, dark meat, and skin, in the natural proportions of a whole chicken. The meat in the Chicken McNuggets now on sale is white breast meat only. This change was made after listening to customers.

Up until a few years ago Chicken McNuggets were made from both brown and white chicken meat (breast meat, thigh meat and a small amount of chicken skin). Customer feedback indicated a preference for exclusively breast meat and so McDonald's responded accordingly.
